You can enable a deactivated user in the user management using the Enable user option.
When a user is disabled, they will move to the bottom of the user list, and their tile will be grayed out. If the disabled user tries to log in, an error message will be shown to them, asking them to contact their admin.
On clicking the disabled user name, the Disable button will change to Enable. Click on the Enable button to enable the user. Once enabled, a notification will be sent to the user via mail, informing them that their account has been re-activated.
